The Bridge Model: Integrating BBS, HOP, and ANSI Z10 for Safer, Smarter Workplaces

In today’s complex work environments, building a strong safety culture requires more than choosing between competing safety models. Historically, safety programs have emphasized Behavior-Based Safety (BBS) focusing on observing and reinforcing individual behaviors or Human and Organizational Performance (HOP) which emphasize designing resilient systems that anticipate human error. Meanwhile, the ANSI Z10 (2019) safety management standard provides a structured foundation for building comprehensive Occupational Health and Safety Management Systems (OHSMS). But experience has shown that relying on any one of these approaches alone leaves critical gaps. That’s why we created The Bridge Model: a structured, practical integration framework that connects BBS, HOP, and ANSI Z10 into one cohesive, usable model.
The Bridge Model was developed to help organizations evolve beyond binary choices between behavior and systems. Instead of forcing companies to pick a side, it shows how to align immediate behavior-based feedback with deeper system-level resilience, all within a strategic, auditable framework.
